Amends insurance law to prohibit policies from excluding coverage for early intervention services provided under New York's early intervention program based solely on the nature of the services.

Requires individualized family services plans certified by early intervention officials to be deemed as meeting any precertification, preauthorization, and medical necessity requirements for covered services.

Allows providers to redact non-payment-related information from individualized family services plans before submission to insurers.

Establishes payment rates for early intervention services covered under policies at rates set by the commissioner of health through regulations.

Prohibits insurers and HMOs from denying early intervention claims based on service location, duration of the child's condition, or whether the provider is in-network.
