Amends election law section 9-209 to establish that ballot envelopes sealed with tape, paste, or other binding agents are not invalid if there is no indication of tampering.

Adds this sealed envelope provision as a new subsection (vi) to the list of circumstances where ballot envelopes do not require cure or invalidation.

Maintains existing protections allowing undated/misdated envelopes, non-standard signature placement, mixed ink/pencil completion, included board materials, normal mailing damage, and partially unsealed envelopes without ballot access.

Takes effect immediately and applies to all elections occurring after the effective date.
