Requires voting machines to use individual, durable, voter-verifiable paper ballots that are privately marked and inspected by voters before casting, with ability to change votes or correct errors before casting and counting.

Mandates paper ballots be stored in random order (not sequentially or chronologically) to protect voter privacy, with ballots retained for manual audits and preserved per election law section 3-222.

Prohibits voting machines from passing cast ballots under printers that can print votes, from combining ballot marking and tabulating in the same device, and from using unverifiable bar codes or matrix codes for vote casting and canvassing.

Requires ballots to be hand-counted or read by optical character recognition devices and mandates use of durable U.S.-manufactured paper ballots that are not thermal paper.

Requires local boards of elections to purchase optical scan machines in compliance with these requirements; machines purchased before June 1, 2021 may continue to be used.
