Establishes a "child poverty reduction advisory council" chaired by a representative of the executive chamber and the commissioner of the office of temporary and disability assistance, with members appointed by legislative leaders, state agencies, and including individuals directly impacted by poverty.

Requires the advisory council to develop a timeline with yearly benchmarks for reducing child poverty by 50% within ten years and deliver initial reports to the governor and legislature within six months of the effective date.

Directs the council to evaluate five specific policy proposals including expanding earned income tax credits, strengthening child tax credits, expanding work training programs, subsidized housing, and subsidized child care, and analyze their individual and combined effects on child poverty.

Mandates the council to develop additional policy recommendations considering racial disparities, immigration status, financial stability, and other factors affecting families' ability to stay above poverty level, with recommendations due within one year.

Requires bi-annual progress reports beginning June 1, 2022, and authorizes the council to conduct public hearings in at least four state regions; the act expires ten years after taking effect.
