Limits visiting parties to 12 people total, with only 4 people allowed to enter special housing units at the same time.

Requires the Correctional Association to submit annual lists of visitors (names, dates of birth, driver's license numbers) to the Department of Corrections for background checks.

Removes the Correctional Association's unfettered access to all department records and eliminates automatic receipt of documents; restricts access to employee disciplinary records.

Requires the Correctional Association to submit tentative inspection reports to the Commissioner for written response within 60 days before issuing final reports, and mandates visitors sign a waiver as a condition of facility entry.
