Establishes New York state renewable electric generation pilot programs authorizing development of up to 300 megawatts of renewable electric capacity statewide.

Directs the Public Service Commission to oversee implementation and authorize electric corporations to build or finance renewable energy facilities with capital and operating costs recovered in rate base and a reasonable return.

Eligible renewable technologies include solar, wind, photovoltaics, tidal, geothermal, fuel cells, and low-impact run-of-river hydroelectric facilities up to 30 megawatts with no new storage impoundment.

Allows electric corporations to own equity interests in renewable facilities and partner with independent power producers, developers, and customer-owned or leased generators.

Requires the Public Service Commission to submit annual reports by June 1st to legislative leadership detailing program progress, participating facilities, energy sources, capacity in megawatts, and number of customer-owned or leased generators.
