Amends Public Service Law Section 126 to require electric transmission lines to accommodate interconnection of existing or proposed generating resources, or for facilities under 100 kilovolts, demonstrate that accommodation is not necessary for electric system economy and reliability.

Adds requirement that electric transmission lines transmitting electricity generated from resources outside New York State must produce electricity consistent with power plant emissions and performance standards established under Environmental Conservation Law Section 19-0312.

Modifies language to reference expansion, maintenance, and improvement of the electric power grid for New York State and interconnected utility systems rather than just "this" state.

Provides exemption for electric transmission lines constructed by the Power Authority of the State of New York located partially under Long Island Sound waters and partially underground, limiting required findings to specific paragraphs of subdivision one.

Takes effect immediately upon enactment.
