Establishes a taxi industry predatory lending task force to study and analyze predatory lending practices affecting the taxi industry in New York State.

Task force consists of 10 members including the state comptroller, superintendent of financial services, chairs and ranking minority members of the senate and assembly transportation committees, and 4 members appointed by the governor from the taxi industry.

Superintendent of financial services serves as chairperson; all members serve without compensation but receive reimbursement for necessary and actual expenses.

Task force must issue a report of findings and recommendations to the governor, temporary president of the senate, and speaker of the assembly no later than one year from the effective date.

Act takes effect immediately and expires two years after the effective date.
