Requires utilities to obtain majority approval from both houses of the New York State Legislature before implementing any increases in rates, fees, rentals, or charges for services.

Mandates utilities submit a written report to the legislature at least 180 days before a proposed increase takes effect, including justification for the increase and the utility's current financial condition.

Grants the legislature authority to request additional data or information deemed necessary to evaluate the proposed increase.

Prevents proposed increases from taking effect unless the legislature or its appropriate committees determine the increases are necessary to generate sufficient revenue for service provision, infrastructure maintenance, and operation.

Takes effect immediately upon enactment.
