Establishes a statewide restaurant meals program as part of the Supplemental Nutrition Assistance Program (SNAP)

Allows households with elderly or disabled members and their spouses, as well as homeless individuals, to redeem SNAP benefits at participating private restaurants offering meals at discounted prices

Requires the office to adopt necessary rules to implement the program in accordance with federal law (7 U.S.C. 2012 and 2018)

Takes effect January 1st following the date the bill becomes law
