Adds new duties to the advisory council of the justice center for the protection of people with special needs to review the mission and operations of the justice center

Requires the council to review claims of abuse and neglect to ensure allegations are valid and have been promptly and fully investigated

Mandates review of common standards and requirements for investigators and whether individuals responsible for abuse and neglect have been held accountable

Requires the council to review all prosecutorial conduct to ensure prosecutions were valid and within the agency's mission

Requires review of the abuse and neglect register to determine whether individuals found responsible have been barred from employment in care of people with special needs and review of investigations related to death cases

Takes effect 60 days after becoming law
