Allows the Department of Corrections to charge nonprofit organizations a reasonable hourly rate for meals and housing of inmates who volunteer to work for those organizations.

Defines "nonprofit organization" as entities operated exclusively for religious, charitable, or educational purposes with no net earnings benefiting private shareholders or individuals.

Takes effect 180 days after becoming law, with authorization for the Department of Corrections to adopt necessary rules and regulations immediately upon enactment.
