Amends the executive law to require the state board of parole membership to reflect the composition of the prison population in race, ethnicity, age, and geographic area of residence, with each demographic characteristic directly proportionate to the prison population.

Adjusts the board size requirements from "not more than nineteen members" to "not less than fifteen members and not more than nineteen members."

Requires the governor to ensure demographic representation when making board appointments with Senate advice and consent.

Abolishes the existing state board of parole as of January 1, 2022, with new members to be appointed prior to that date under the amended composition requirements.

Takes effect immediately upon enactment.
