Creates a 7-member Black youth suicide prevention task force to examine and improve mental health and suicide prevention services for Black New York residents aged 5 through 18 years.

Task force members appointed by the governor, temporary senate president, senate minority leader, assembly speaker, assembly minority leader, and commissioner of mental health (two appointees); appointments must be made within 60 days and members must have expertise in mental health, suicide prevention, and knowledge of the Black community.

Task force shall study current mental health practices and suicide prevention efforts for Black youth, recommend improvements to increase effectiveness statewide, and determine reasons for high suicide rates among Black youth.

Task force must submit a preliminary report within 13 months and a final report within 22 months of the effective date, including findings, conclusions, recommendations, and proposed legislation.

Task force expires and provisions are repealed 2 years after the effective date; members serve without compensation but receive reimbursement for actual expenses.
