Requires the Division to forward certificates of release or discharge from active duty to appropriate local veterans' service agencies within 60 days of receipt, based on the veteran's post-separation mailing address.

Protects certificate information as confidential personal information under Public Officers Law Article 6-A, limiting use to state benefits and entitlements information and assistance.

Authorizes county clerks to disclose recorded discharge certificates to authorized funeral firm representatives assisting with veteran burials, in addition to existing disclosure categories.

Makes discharge certificates available for public inspection and copying 62 years after a service member's separation from the military, in accordance with the National Archives and Records Administration schedule established July 8, 2008.

Takes effect immediately, except Section 2 becomes effective 180 days after enactment; authorizes rules and regulations necessary for implementation.
