Changes "may include" to "shall include" to make vocational educational training and educational activities mandatory rather than optional for social services districts.

Specifies that post-secondary education can be offered through community colleges, licensed trade schools, registered business schools, or two-year or four-year colleges, limited to a maximum of four years (or part-time equivalent).

Requires individuals to maintain a cumulative C average or equivalent and allows waivers for satisfactory academic progress only in cases of personal injury, illness, death of a relative, or other extenuating circumstances.

Mandates that any post-secondary education beyond twelve months must be combined with at least twenty hours per week of paid employment, work activities, or community service when paid employment is unavailable.

Takes effect immediately upon enactment.
