Provides mortgage payment forgiveness to property owners who lose rent income during the covered period, calculated as a fraction based on the ratio of suspended rent to total rent owed.

Suspends collection of power, water, and sewer utility payments from all customers during the state disaster emergency and 30-day period after, with suspended charges never required to be repaid and no late fees collectible.

Takes effect immediately upon enactment.
