Homeowners' associations are prohibited from adopting or enforcing rules that effectively prohibit or impose unreasonable limitations on solar power system installation or use.

Restrictions that inhibit solar system functionality at maximum efficiency or increase installation/maintenance costs by more than 10% of the total initial installation cost are deemed unreasonable and unenforceable.

Homeowners' associations may still restrict solar installations only on property owned by the association or owned in common by all members.

Any denial of a solar power system installation must include a detailed written explanation with specific examples of the association's concerns.

Solar power systems must comply with all applicable local, state, and federal health and safety standards and permitting requirements.
