Defines catalytic converter as a device installed in internal combustion engine exhaust systems that oxidizes hydrocarbon and carbon monoxide emissions to carbon dioxide and water.

Requires new motor vehicle dealers and qualified dealers to stock and offer catalytic converter etching kits to customers, enabling traceable serial numbers to be etched onto catalytic converters of new vehicles.

Takes effect 180 days after enactment, with immediate authority for implementing regulations.
