Prohibits withholding of time allowances (sentence reductions) from incarcerated individuals who fail to complete assigned programs due to circumstances beyond their control in Correction Law Section 803.

Extends the same protection to merit time allowances, preventing withholding when program completion failure results from circumstances beyond the individual's control.

Amends Correction Law Section 804 to prevent forfeiture or cancellation of time allowances for definite sentence prisoners whose program failure is due to circumstances beyond their control.

Modifies the earned eligibility program review process under Section 805 to ensure credit is not withheld when program completion fails due to circumstances beyond the person's control.

Prevents revocation of presumptive release under Section 806 when failure to continue participating in assigned work or treatment programs results from circumstances beyond the incarcerated person's control.
