Establishes a right to legal counsel for income-eligible individuals in New York facing immigration removal proceedings, including those detained in New York or transferred to other states, with eligibility based on household income at or below 200% of federal poverty guidelines.

Creates the position of Administrator (Director of the New York State Office for New Americans) to implement the right to counsel program by January 1, 2030, with rules and procedures established by January 1, 2024.

Provides covered individuals with ongoing legal representation in immigration court proceedings, appeals, and related federal court matters, with representation beginning at first appearance or as soon as practicable after receipt of notice.

Establishes an advisory committee of nine members (five appointed by the governor, two each by the assembly speaker and senate president, plus the administrator ex officio) to develop programs, policies, and training for the legal services program.

Requires the state to establish a dedicated fund with annual appropriations determined by the secretary of state, in consultation with the administrator, to fully fund the program with supplements rather than replacements to existing legal services funding.
