Adds Article 3 to Public Service Law regulating tree cutting, topping, and removal along electricity distribution lines by electric corporations and municipalities.

Requires 15-30 days advance written notice to municipalities, property owners, and adjacent landowners before tree cutting, including specific streets, dates, and contact information.

Prohibits pruning that removes more than 25% of foliage annually and requires an arborist designated by the Department of Agriculture and Markets to certify that pruned or removed trees are dead, diseased, broken, or pose danger to electrical lines.

Mandates replacement tree planting upon request in proximity to removed trees using native species, or alternatively requires mitigation measures or monetary contributions to municipalities for tree planting if replacement not requested.

Establishes enforcement through Public Service Commission stop work orders, injunctive relief, civil penalties of at least $500 per tree for violations, and private right of action for property owners; takes effect 180 days after enactment.
