Grants the Correctional Association of New York authority to regularly visit, inspect, and examine all secure, limited secure, and non-secure juvenile facilities operated or certified by the Office of Children and Family Services, including unannounced visits to ensure youth welfare.

Requires the Correctional Association to receive and review incident reports and immediately report any youth abuse to the commissioner, statewide central registry of child abuse, and Prisoners' Legal Services of New York.

Authorizes Prisoners' Legal Services of New York to establish a confidential toll-free hotline for youth in juvenile facilities to report abuse and file complaints, with quarterly facility access to inform youth of their rights and the hotline.

Empowers Prisoners' Legal Services to provide legal representation to youth, conduct confidential visits, review all records including sealed court documents, and investigate complaints without requiring an unseal order.

Requires the Correctional Association to submit annual reports to the governor, legislature, and media on facility conditions and recommendations, with the Office of Children and Family Services required to respond in writing; takes effect 60 days after enactment.
