Changes the Parole Board's authority from discretionary ("may") to mandatory ("shall") to declare a person delinquent when there is reasonable cause to believe they have absconded from parole or conditional release supervision.

Requires the Board to issue a warrant for the retaking and temporary detention of the absconder according to Board rules when delinquency is declared.

Mandates the Board immediately notify the law enforcement agency with jurisdiction over the locality where the absconder resides.

Preserves the absconder's right to a preliminary revocation hearing upon retaking and maintains existing obligations for due diligence in recapture and compliance with release conditions.

Takes effect immediately upon enactment.
