Establishes minimum design and construction standards for "visitability" of new dwelling units (detached single-family homes, ground floor townhouses, and ground floor units in buildings with three or fewer units) that receive New York State or federal financial assistance, excluding SONYMA and standard mortgage loans.

Requires at least one accessible entrance on the ground level with no steps or thresholds exceeding one-half inch, located on a continuous path from the street or driveway with a maximum slope of one inch rise per twelve inches length and minimum 36-inch width.

Mandates accessible interior doors with 36-inch minimum openings, environmental controls positioned 15-48 inches above the floor, at least one habitable room of 70+ square feet with no dimension under 7 feet, and a bathroom with wheelchair-accessible sink and toilet approaches plus reinforced walls capable of supporting grab bars.

Excludes dwelling units on sites where finished grade is too steep to comply and no driveway or rear/side access exists.

Establishes civil penalties of $50-$500 per violation per day, enforceable by the Attorney General and private parties who may recover reasonable costs and attorney's fees; takes effect 180 days after enactment for construction beginning on or after that date.
