Establishes a Home Stability Support Program requiring local social services districts to provide shelter supplements to eligible individuals and families who are homeless or facing imminent loss of housing.

Shelter supplements equal 85% of fair market rent as established by the federal Department of Housing and Urban Development, with districts able to provide up to 100% of fair market rent at local expense.

Provides up to 5 years of shelter supplement assistance for eligible public assistance recipients, with an additional 1 year of support if they lose public assistance eligibility but income remains below 200% of federal poverty level.

Requires the Commissioner to contract with not-for-profit agencies to provide home stability support services including landlord-tenant conflict resolution, legal services referrals, benefit advocacy, and relocation assistance.

Allocates 14,000 new shelter supplements annually statewide distributed to local districts based on their share of households below the federal poverty level, with 100% state reimbursement for all supplement and support service costs.
