Creates a temporary 15-member New York State Commission on Post-Secondary Correctional Education to examine and make recommendations on expanding post-secondary education programs in state prisons.

Commission membership includes the commissioners of correctional services and education (co-chairs), representatives from CUNY and SUNY, parole and criminal justice services officials, private education providers, criminal justice advocates, and legislative appointees.

Commission must evaluate recidivism reduction, employment outcomes, prison safety impacts, reintegration benefits, cost savings, and funding options including restoration of Tuition Assistance Program eligibility for incarcerated individuals.

Commission must submit findings and legislative recommendations to the governor, legislature, and relevant committee chairs no later than one year after the effective date.

Act takes effect immediately and expires one year after enactment; commission members must be appointed within 60 days of the effective date.
