Office of General Services must prepare a state fleet procurement plan by December 31, 2022, in consultation with the Department of Environmental Conservation and New York State Energy Research and Development Authority.

Plan must ensure at least 25% of state agency vehicles (including 10% of medium and heavy duty vehicles) are zero emission by December 31, 2025, and at least 50% (including 25% of medium and heavy duty vehicles) are zero emission by December 31, 2030.

All state agency passenger vehicles must be zero emission by December 31, 2035, and all medium and heavy duty vehicles must be zero emission by December 31, 2040, unless not feasible for a particular application.

By January 1, 2030, all passenger vehicles purchased by the state or its agencies must be zero emission; by January 1, 2035, all medium and heavy duty vehicles must be zero emission where feasible.

Defines "zero emission vehicle" as a vehicle powered by battery, fuel cell, or combination thereof that produces zero exhaust emissions of greenhouse gases, criteria pollutants, or precursor pollutants under all operational modes and conditions.
