Amends New York City Housing Maintenance Code to allow tenants to choose renewal leases of one, two, three, or four years instead of the current one or two year options.

Applies the same four-year lease option renewal requirement to cities with populations under one million under the Emergency Tenant Protection Act of 1974.

Maintains existing exemptions where mortgages or mortgage commitments from April 1, 1969 prohibit owners from granting one-year leases.

Takes effect immediately, with the administrative code amendments expiring on the same date as the underlying housing law expires.
