Establishes legal authorization for eligible persons and entities to purchase, possess, and use rescue inhaler treatment devices for emergency treatment of asthma and other respiratory disease symptoms.

Defines eligible entities as ambulance services, emergency medical services, schools, camps, sports facilities, retail establishments, and other designated entities approved by the commissioner.

Requires designated individuals to complete training from nationally recognized organizations in recognizing respiratory disease symptoms, proper dosages, storage procedures, and emergency follow-up before using rescue inhalers on behalf of eligible entities.

Allows health care practitioners to prescribe rescue inhalers to eligible entities using non-patient-specific prescriptions, and permits pharmacists to dispense them under such prescriptions.

Provides liability protections by classifying rescue inhaler use as first aid or emergency treatment and exempting such possession and use from unlawful practice of profession violations.
