Establishes a nine-member Commission on Prison Education to study and develop a plan for improving education in the state prison system

Commission shall investigate impact of prison education on inmate employment opportunities upon release, reintegration into society, and effectiveness in reducing recidivism

Appointments made as follows: three members by the governor, two by the speaker of the assembly, one by the assembly minority leader, two by the senate temporary president, and one by the senate minority leader

Commission must issue a report within ten months after the effective date of this section

Effective immediately upon enactment
