Removes outdated public assistance eligibility standards and grant schedules from 2009-2012, replacing them with standards effective October 1, 2012 and thereafter.

Establishes standard monthly needs for public assistance eligibility ranging from $158 for a single person to $617 for a household of six, with $85 added per additional household member.

Sets maximum monthly grant and allowance amounts matching the same schedule ($158-$617 plus $85 per additional person) for eligible individuals and families in all social services districts.

Increases the earned income disregard for applicants and recipients from $90 to $200 per month and raises the percentage of remaining earned income disregarded from 42% to 67%.

Repeals subdivision 10 of section 131-a of the social services law and takes effect April 1 following enactment.
