Establishes elected trustee positions for the Long Island Power Authority beginning January 1, 2024, replacing the current appointment system with eight trustees elected from districts established by the legislature and one governor-appointed chairperson subject to senate confirmation.

Requires the legislature to establish eight districts of equal population by May 1, 2023, and to reapportion districts every ten years thereafter based on federal decennial census data.

Mandates the board hold at least one public hearing in each county within the service area with thirty days' notice before approving any final rate plan, and requires the department of public service to present its recommendations at such hearings.

Prohibits the board from approving rate increases to offset revenue loss due to consumer energy conservation efforts and requires the board to protect ratepayers' economic interests and consider department recommendations within ninety days of public hearings.

Removes the authority's ability to implement rates on an interim basis and eliminates the previous process allowing the board to reject department recommendations without holding additional public hearings.
