Modifies sex offender registration duration requirements, allowing level one offenders convicted of certain sex crimes to register for life instead of 20 years, with exceptions for offenders under 21 at time of offense.

Requires courts to explicitly assign sexual predator, sexually violent offender, or predicate sex offender designations when making determinations prior to offender discharge or release.

Allows level one and level two risk offenders who are not designated sexual predators to petition for relief from registration after 30 years, with the burden on the offender to prove by clear and convincing evidence that registration is no longer necessary.

Permits counties to establish residency restrictions for level three offenders and those who committed offenses against minors, capping restrictions at 1,000 feet from schools, one quarter mile from victims' homes and workplaces, and one quarter mile from deceased victims' residences if family members still live there.

Takes effect 60 days after enactment and applies to all sex offenders currently registered or required to register.
