Amends Public Lands Law Section 19-a to authorize annual state aid payments to cities containing the W. Averell Harriman State Office Building Campus

Establishes payment amount at 1.75 percent of the aggregate assessed values of the state office building project as it appeared on the 2009 final assessment roll ($663,950,900 and $10,419,600 respectively)

Payments are designated for city purposes only and begin June 1, 2021, continuing for a ten-year period

Freezes property assessments at 2009 values during the ten-year period, but requires deduction of any sale price from the appropriate assessed value if the state sells any portion of the property

Takes effect immediately upon enactment
