Increases the tenant protection threshold for owner-occupied recovery from fifteen to twenty years of continuous tenancy in the building.

Prevents landlords from evicting tenants age 62 or older, tenants with permanent disabilities, or their spouses for owner occupancy unless the landlord provides equivalent or superior housing at the same or lower stabilized rent nearby.

Prohibits landlords from renting recovered units to anyone other than the intended family member for three years, with penalties including forfeiture of rent increases if violated.

Allows evicted tenants to sue for actual damages, attorneys' fees, and injunctive relief if landlords fraudulently misrepresent the intended use of the recovered unit.

Takes effect immediately and applies to all tenants in possession at the time of enactment, regardless of when the landlord's eviction application was filed.
