Amends Correction Law Section 803 to add earning at least 18 credits from a state education department-registered program at a degree-granting higher education institution as a condition for inmates to earn merit time.

Merit time may be granted when inmates successfully participate in assigned work and treatment programs and obtain a GED, substance abuse treatment certificate, vocational trade certificate (after 6+ months), college credits, or complete 400 hours of community work crew service.

Merit time allowance remains subject to withholding for serious disciplinary infractions or judicial findings that an inmate filed frivolous civil actions or claims.

Takes effect immediately, with provisions subject to expiration and reversion under existing law.
