Authorizes specified state officials and legislators to visit sex offender civil confinement facilities (secure treatment facilities) at pleasure, including the governor, lieutenant-governor, and members of the legislature and their accompanying staff.

Extends visitation authorization to judges of the Court of Appeals, Supreme Court, and county judges, as well as district attorneys.

Permits clergymen or ministers, as defined in the religious corporations law, to visit facilities if they have charge of a congregation in the county where the facility is located.

Adds a new subdivision (j) to Section 10.10 of the mental hygiene law to codify these visitation rights.

Takes effect immediately upon enactment.
