Establishes a two-generation pilot program in up to six local social service districts for families with children up to age six receiving public assistance, administered by the commissioners of temporary and disability assistance, office of children and family services, mental health, and health.

Requires participating organizations to provide coordinated services including adult education and workforce preparation, nutrition and medical information for mothers and young children, early care and education, and home visiting programs.

Program designed to achieve increased family financial stability and parental earning potential, improved school readiness, increased access to programs fostering healthy parent-child relationships, and increased access to mental and physical health services.

Requires participating organizations to submit annual data on children screened for developmental needs, parents obtaining employment or education credentials, and increased earnings for previously employed parents.

Expires five years after the effective date, with commissioners required to submit a report to the governor and legislature 30 months after implementation analyzing outcomes and providing recommendations.
