Removes the requirement that a social services district be "financially responsible for a victim of domestic violence" before reimbursing residential domestic violence programs for emergency shelter and services.

Requires local social services districts and residential programs for domestic violence victims to be reimbursed at 100 percent for additional costs incurred as a result of amendments made in sections 1 and 2 of part J of chapter 56 of the laws of 2019.

Ensures that state funds used for such reimbursements shall not reduce expenditures provided for state services eligible under Title XX of the federal Social Security Act.

Takes effect April 1, 2022.
