Excludes unearned income of a child from public assistance calculations when a parent or non-parent caregiver chooses to remove that child from the household for eligibility and grant determination purposes.

Allows parents or non-parent caregivers to exclude any child or children living in the same dwelling unit from the public assistance household, rather than requiring all minors to be included.

Removes the requirement that minor siblings be included in public assistance households, while maintaining existing exemptions for SSI recipients and individuals covered under federal law.

Effective 180 days after enactment or upon certification by the Commissioner of the Office of Temporary and Disability Assistance that the necessary information technology systems are in place, whichever occurs first.
