Amends the Social Services Law to expand the definition of "adult care facilities" to include adult homes or enriched housing programs licensed under Article Seven without capacity or resident composition restrictions.

Removes the requirement that adult care facilities must have 80 or more licensed beds and maintain at least 25 percent residents with serious mental illness as defined in Mental Hygiene Law.

Removes the exclusion that prevented facilities operating 55 percent or more of licensed beds as assisted living program beds from being classified as adult care facilities.

Takes effect 60 days after becoming law.
