Requires the Department of Corrections Commissioner to conduct a comprehensive study on state and county inmates' prior involvement with child welfare and juvenile systems, including out-of-home placements, length of placement, age during placement, ethnic background, and gender.

Mandates surveys of current inmates in state, county, and municipal correctional facilities using a random or scientifically appropriate sample of at least 10 percent of all such facilities.

Requires use of self-administered questionnaires and anonymous survey methods to ensure confidentiality and anonymity of survey participants.

Requires written informed consent from inmates disclosing potential risks and benefits of the study participation.

Directs the Commissioner to submit a written report with findings, conclusions, and recommendations to the Governor and legislative leadership by June 30th of the year following the act's effective date; act takes effect 90 days after enactment.
