Amends the New York City Administrative Code to expand the definition of harassment under paragraph 48 of subdivision a of section 27-2004

Adds illegal conversion of building facilities as harassment, including subdivision of rooms, erection or demolition of walls, or moving buildings in violation of state or local laws relating to real property, buildings, or multiple dwellings

Adds occupancy or use of dwelling units in class A multiple dwellings that would violate subdivision eight of section four of the Multiple Dwelling Law as harassment

Takes effect ninety days after becoming law
