Creates a temporary New York State Criminal Justice Commission on Reentry to study issues affecting reentry and reintegration of inmates released from state and local correctional facilities.

Commission shall investigate factors impeding successful reintegration, identify obstacles to reentry, analyze existing policies, and compare New York policies to those of other states and the federal government.

Commission consists of 18 members including three appointed by the Assembly Speaker, three by the Senate Temporary President, two each by Senate and Assembly minority leaders, and heads or designees from nine state departments and agencies including Corrections, Labor, Education, and Parole.

Appropriates $250,000 from the state treasury general fund for commission services and expenses, with funds available immediately upon comptroller audit and warrant.

Commission shall submit findings and legislative recommendations to the governor and legislature by December 31 of the year following enactment, with the commission automatically expiring on that same date.
