Establishes the "Long Island public school solar and geothermal act" authorizing grants of $200,000 to up to 50 public school districts in Nassau or Suffolk counties for purchasing and installing photovoltaic solar panels or ground source heat pump systems.

Requires school districts applying for solar panel grants to submit plans for installing panels on a minimum of 50 percent of suitable roof space on buildings eligible for state building aid.

Grants remain available for 30 months from the date of a school district's successful application.

Prohibits reduction of state education aid to grant-receiving school districts based on savings from lower utility costs resulting from the renewable energy installations.

Appropriates $10,000,000 from the state general fund to the New York State Energy Research and Development Authority to implement the program, effective April 1, 2022.
