Requires the labor commissioner, in consultation with the higher education services corporation and superintendent of financial services, to develop written materials about student loan repayment responsibilities and options.

Materials must include information on federal student loan consolidation, alternative repayment plans including income-based programs, and direct borrowers to the department of financial services' student lending resource center.

Mandates every employer in the state provide the developed notice to any person hired for a post-graduate internship or entry-level position requiring an associate's degree or higher, effective 180 days after enactment.

Requires public employers to additionally provide information about public service loan forgiveness or repayment programs.

Defines "student loan" as any loan to finance post-secondary education and "borrower" as New York state residents who have received or agreed to repay such loans.
