Mandates daily health screening of shelter employees and volunteers before each shift, with immediate removal of those showing symptoms of the disease causing the emergency.

Requires homeless shelters to report confirmed infections among residents and staff daily to the Department of Health and local health departments, with the state publishing aggregated de-identified data weekly.

Makes the state responsible for reimbursing 100 percent of implementation costs, minus any applicable federal funds.
