Amends Public Housing Law by adding Section 62 to establish waiting list priorities for domestic violence survivors in local housing authorities.

Requires domestic violence victims to receive the same priority as other disenfranchised populations (disabled, elderly, homeless) when they face continued violence in current residence or have left due to violence without permanent housing.

Defines "victim of domestic violence" using the same meaning as Section 459-a of the Social Services Law.

Requires local housing authorities to use application date and time to prioritize applicants with equal preference status, giving priority to applications received first.

Takes effect immediately upon passage and applies to all persons added to local housing authority waiting lists going forward.
