Prohibits urban rental Mitchell-Lama companies from voluntarily dissolving, effective immediately with a five-year expiration date.

Requires New York State Homes and Community Renewal, in consultation with NYC Department of Housing Preservation, to conduct a comprehensive study on preservation, sustainability, reform, and growth of the Mitchell-Lama housing program.

Study must examine program expansion, taxation and financing models, duration requirements before voluntary dissolution, income criteria, geographic location considerations, and methods to preserve and expand Mitchell-Lama housing inventory.

Mandates submission of a preliminary report with findings within two years and a final report with recommendations within four years of the act's effective date to the Governor and legislative leaders.

Authorizes New York State Homes and Community Renewal to request and utilize facilities, resources, and data from any state agency or political subdivision necessary to execute the study.
